Use a systemic insect treatment for flowers.

You should know that peonies require ants to bloom. The ants eat the sticky substance on the buds that allows the flowers to open. You shouldn't use an insecticide on the peonies, or they will not bloom.

try spraying the roses with a solution of Dawn dish soap and water and the peonies for now leave alone they do need the ants to open, perhaps you could post a picture of the bugs they could be ants as they can be a reddish brown and black.
