What options do I have with boxwood bushes that are too tall?

I can't trim them enough or I'll only have dead wood showing. Unfortunately, they are located right in front of our foundation in the front of the house.

Not too many options here, but to replace. Boxwood are a slow growing bush,
so replacing them will last a long time.

You can cut them all the way back down to the ground, and hopefully they will start sprouting new growth. Most people trim the bushes around the outside. I have always gone inside the bush and trimmed outward. This will keep your bushes from being all branch inside with just leaves covering the outside.

I would replace them if it were me.

Cut them to the ground in the winter, then they will sprout new growth in the spring.
