I would like to change the color of my kitchen cabinets.

I was told that they are fiberboard covered in paper so the paper will just peel off once the paint starts to dry. What else could I do to ensure that doesn't happen, aside from replacing the whole kitchen?

Here is a source for painting cabinets coved in vinyl that might help because they used a bonding product. You could use another paper to change your cabinets.

My cabinets were covered in veneer and I peeled it off, sanded it down and repainted them. They look awesome now and it didn't cost a lot.
