Any ideas on how I can get rid of Bishops weed?

I have tried digging up my garden as well as the plants in it then replacing it with new soil and putting plants back in. This was a big job. Ends up that all of my efforts were in vain as the darn stuff has more or less taken over my garden. Every day I'm out there pulling the relentless weed but there is just more of it the next day. It's backbreaking work and I am at my wits end. My daughter suggested putting about 4 to 6 inches of mulch over the garden as it should stop the photosynthesis at the root of the plant so it can't continue growing. I have laid some down and am now waiting to see what happens. Any other options would be GREATLY APPRECIATED! Thx! Kathy 🌱
