Sure they can! It depends where the are from and what they were used for. I usually scour my local mini malls for pallets. I stay away from industrial parks where chemicals are delivery and used.
most pallets in this day and time, use HT. {heat treated} .Will be stamped somewhere on the pallet. Otherwise, you could use out doors, but not for food planting...Like organizing in garage for tools etc
