They sell "fake rocks" to cover eye sores like these Online. That may be your best bet

You really do not want to cover them in case there is an emergency. Whatever you plant near them will be dug up. Maybe garden sculpture or build a small cover like for air conditioners that can be lifted up.

Many ways. Do you use that side of the house for anything? Potted plants can be set on each with pea gravel to the lip or gound cover plants. Also if you like planting, get 1 or 2 old windows($5-$10 bucks on FB garage sell) and build a slanted treated wood box( if on a budget use pallet wood usually $2-$5 ) around them with a little extra space. Attach the old windows to the box with hinges on top. Paint or decorate as desired. Now you have a greenhouse to start plants in. When you need to access the pipes, open windows or pick box up.

How about building something that looks like a raised garden box around it. Then build a trifold top (with hinges) so it is easy to fold up if you need access to septic. Then you could place pot plants or something decorative on top.

You can also find an exterior paint that is a close match for the ground, paint them, and then plant some tall grasses around it.

i would put a small shed in front and built a fence enclosure behind it to enclose them. they need to be accessible for repair

Succulents? I have some planted by my meter on the front of my house since the power company wants it accessible. Look for ground cover varieties that spread. They require little water or care.

Maybe lay some whisky barrels over them and set a potted plant on top, or old style fake water pump or hitching post, circle the 3 with landscape fabric and rocks.

They can even be painted and have inspirational sayings on them.

I have the same problem in my new home. I have researched and decided fake rocks (they are light weight) and plantings will be the best solution. I did see a tutorial on how to make your own fake rocks if you feel ambitious.
