After planting knockout roses, they aren't budding

Leaves are green....no buds. Planted three weeks ago. The roses were spent and I cut off the rose hips. But, nothing is happening. Have I done something wrong? Or am I just being too anxious?

Just give them some time, they need to settle into their new home.
It takes time as you just planted them. It needs to get used to the soil and first winter. Talk to them as I always talk to my plants and they are growing nicely for me.
What is exactly are you saying the roses were spent?
Three weeks is not very long..give it more time. Knock out roses will bloom profusely for weeks and then just stop until new buds appear and then it starts to bloom again until frost. When my roses stop blooming, I cut away all the dead leaves and old buds and wait for new buds appear, then blooms. Make sure it gets plenty of sun.

they most likely were almost done flowering at the time of purchase. Let them be as rule of thumb no food should be given until after one year of established growth.
