Remodeling stairs myself now i need advice badly

So I brought this home 2 years ago...basement stairs originally had carpet but pet kept using for bathroom
I decided to remove carpet myself and stain stairs but I can't remove whatever this is that's stuck to wood..
I tried soapy water, iron steam, scrapping and vinegar NOTHINGS working
Should I just cover the stairs with ceramic tile or can I actually get this up another way
It looks horrible 😓

    It's hard to tell from the picture, but that may be abestos. It might be smart to get it checked before you work with it any further.

    I also can't tell by the photo. It Kind of looks like felt roofing underlayment or foam rubber underlayment. Not to worry about asbestos. I would saturate it with Goo Gone, let it soak in, and soften it up. Then scrape it off. Have a lot of newspapers ready to wipe the mess on.

    It looks like the same covering used years and years ago under linoleum floors. Sanding, scraping, goo gone like William suggested. Buy or rent a sander because I don't know if anyone has that much elbow grease. Maybe you will have to use a filler/leveler product to get an even surface?

    Yep thats roofing asphalt material, and yes it might contain asbestos. Go to a big box home center and buy an asbestos test kit, and get it tested before you proceed. If its not asbestos, get a heat gun to soften more, and scrape off.

    If it is asbestos, I would encapsulate with a paint product recommended by paint store, and just cover over with a piece of plywood, and use an epoxy to seal the seams.

    You need a sander with a low, tough grit. Buy an asbestos kit to be safe before sanding. I doubt it's asbestos, but better safe than sorry!

    I had the same problem from the carpet glue. What I did was take each board off and flip them over and re nail and stain. The bottom side was just like new. Good luck! Let me know how it turns out

    I had a similar problem but it was a whole room. The carpet had been glued down in the 1960's. When I pulled the carpet up the padding stayed. It took weeks. It looked just like that but get your test to make sure. Asbestos is dry and flaky. /it harms you when you breath in the particles. Good luck.
