Exterior latex paint
I know this sound mean but you need paint that is made for cement floors. Not a big variety to choose from but any of your home supply stores can show you which they carry.
We painted our old basement floor with outdoor porch paint in a beautiful slate blue. Unfortunately I can't recall the brand name but I did get it at Menards, and the can definitely said for outdoor porches. It never gave me an ounce of grief and was easy to take care of, including mopping (it was my children's playroom).

DON"T paint the floor--- wash it good then wash it with MURATIC ACID.
BE CAREFUL of the fumes from the Muratic acid if you are working inside.
Then get a STAIN (NOT PAINT)-- the big box store will mix the colors for you. I did this over 10 years ago and it still holds it color. I watched my neighbor around the corner have to repaint his driveway every year. Good Luck!
