Other than shutters, paint or plants, what are a few things I can do to visually dress up a block home?

sorry the above comment doesn't make much sense to me or I am totally misreading your question. I would put up a type of decorative fence panel or panels on each side of the main door to give it curb appeal. They make very nice cedar panels that you can then stain.

Maybe add trellises with climbing vines to soften the exterior look?
