Try a thrift store. It's possible to find good stuff pretty cheap.
Milk crates , wood crates from Walmart or Michael's, or you can make them out of pallet wood .

Billy bookcases from ikea are easy to put together, are relatively inexpensive and have a decent, finished looK, come in different sizes

You can make pretty inexpensive shelves, using stacks of books as the blocks, with a board across it, if you keep it around four feet tall or lower.
Cinder blocks with 2x8 lumber as the shelves. You can stack 3-4 high and need no screws, nails or glue.
take a couple of step ladders or 2 sturdy ladder back chairs, space them far enough apart to run a couple of pieces of 1 by 6 lumber
One that I liked I've seen here. It's using belts fastened to the wall. You can buy boards at Home Depot that they will cut to size free. Check with the landlord to be sure you can put holes in the walls.
I'd just buy cheap bookcases. I've found nice ones at used furniture stores. Paint them if you wish if they don't match.
My first apartment I used those plastic produce boxes on their side and they worked awesome.
use some boards and bricks. put bricks in between boards. make as deep and long as you want.
