How can I paint white cabinets that I think are Thermofoil?

Thermafoil (aka KTF) is plastic that is usually over fiberboard, so you wouldn't/couldn't just slap on a coat or two of paint like you would for wooden cabinets with regular paint on them.
First you would want to remove the thermafoil
