Hi C.D et al, sorry I did not send a clear message. I want to decoupage in the guest bathroom pages of a book that was my mom's. There is no shower, so no humidity to worry about. Now, the paint on the walls are peeling in certain areas. My question is, do I just scrape and sand only the parts that the paint is peeling, and proceed using the mod podge to glue the pages, and when completely dried either give a good coat of mod podge or acrylic coat or spray. The walls are just painted. (My whole message did not come out the first time, and I seemed to have some trouble with my iP. Thank you all for your answer and interest in my problem.

I cover the walls of my bathroom with paper momentos and it worked fine. I did not have a bath or shower in there so I cannot speak to steam problems.

I suppose I would have to ask myself , "why is any of the paint peeling ?" Because if you start your decoupage project over paint that hasn't peeled yet and it starts to peel later, it will make the decoupage look a preschool project .

I'd gently scrape off what's peeling and sand the rest of it. I'm kind of a perfectionist...just my opinion .

I'd figure out why the paint is peeling first. Especially if the bathroom does not get steam from a tub or shower. Is a pipe leaking behind the wall? If that is not addressed, and you decoupage, all your work could be undone.

And yes, you can mod podge pages to the wall after you scrape, sand and repaint. BUT I'd wash all the walls down first with STP cleaner.
