Have you looked on eBay? There are many sellers that have a large assortment of mosaic tiles in a rainbow of colors. I buy all my tiles on there.

Hi. I purchased boxes of leftover stained glass pieces from this company. You can get lots of different colors. Mostly I got blues, greens, some clear and some browns that I sorted. IF you make the pieces smaller, you could probably do it with about $100 worth of this.

You can buy tumbled glass mulch in large bags, I would do this as an epoxy pebble application, where you mix the glass with 2 part epoxy in a container and use a trowel to mix, then apply to the prepared surface.
