watching Mike Holmes and This Old House you will learn lots about house construction. Makes it hard to hire contractor though. Easy to tell how good or bad they are and Mike will tell you there are lot of bad ones. Like whoever vented that roo!

Those are dormer vents.
Looks to be vents and attic fans. Is there a specific one you are referring to?
They are different styles of roof vents that allow hot air to escape.
