You can paint plastic/vinyl shutters, also.
Are they removeable?
You can use plastic paint on vinyl shutters. You need to clean them thoroughly before painting.
we have done this. We took them down then prepped them for painting - scrubing them then lightly sanding. We used a spray on paint color for plastic that we liked then sprayed two-three coats of paint on them. After dry re-hang them. Look brand new.
Remove them and paint them with a spray paint for plastic or vinyl. Add a UV protectant top coat so the color lasts longer!
If possible take them down and wash them. To be sure they have paint at Lowe's or home depot for whatever material they are made of.

Rustoleum spray paint based on what they are made out of and seal with a clear uv protectant
