if it is already dry, depending on the surface you can scrape with a razor or dab with a rag dipped in paint thinner.
it depends on the material its stuck on. how about a straight-edged razor blade?

There are two products called Goof Off and Oops(?) that might help. Call the company...I always do and often get helpful answers.
