I would use water and soap but I don´t know wheter sisal rugs shrink with water. Some stains are from spilling drinks, some others were produced by pets.

Stop using bleach! Get a better laundry soap!
I used to have the same problem. I use Tide now!! Also instead of fabric softener use 1/2 cup of white ginger in rince cycle. This will cut through the fabric and get the remaining soap out of the fabric. In using viniger you help get the remaining soap out of the fabric and it helps keep the softness of the towel. This is also how I kept my babies clothing soft and the regular tide laundry detergent was fine to use because I added a full cup of viniger to the rince cycle for their clothes. Never a rash or allergies with my kiddos. They were in cloth diapers too!! ALL four of them and I washed them at home!!!
You said to use 1/2 cup of ginger. Did you mean vinegar?

i love downy fabric softener.
Like the others have suggested... white vinegar works great, it's cheap, non toxic, and the smell will absolutely go away once clothes are dry.
