Typically dogs dig for 3 reasons: boredom, heat, and instinct. Try to get them active and keep their minds busy with training. Keep them cool, and keep them out of the garden if possible. They don't do it for "no reason". The trick is figuring out why they are digging.
Perhaps fence in your garden area.
I would definitely fence it. The could actually be digging where they smell another critter was in the garden. I only fenced mine 4 feet to keep out our now four dogs, I found out the hard way that it didn't help when they saw a squirrel running the top of the side fence that borders the whole back yard. Two of the dogs could flat foot jump the fence without touching the fence. I lost half of my green beans and squash, but could fix the peppers. I ended up with a eight foot fence. to keep them out. When it comes to dogs and critters, even training them to stay out of the garden will be out the window and the critters will be fair game.
I used a plastic pool filled with sand in a shady area and let them dig there. It became there go to cool off dig spot.
Train your dogs! You can do this and it is easier than you think!

A fence ...tall enough to keep them out of the garden is the only solution.
Lay down chicken wire, they hate stepping on it. You can spray paint it to blend in.
Hi, Build a dog run, especially for them. Fill it with a Shelter, Water and Food, A Ball Something to climb (sometimes an old kiddie slid e can be useful) They will spend hours trying to puzzle with it. If you are away a lot, they probably get lonely, maybe a radio would keep them happy, but remember the neighbours might not like your choice of station!
