You can, but it usually ends up bubbling and showing wear faster than if you removed it. If you have high humidity in your house you can almost bet on the paint trapping it underneath and the wallpaper bubbling or pulling away. We had this trouble in our kitchen. We didn't realize there was wallpaper under the existing paint, and we repainted. The fan went out in our range hood and soon we had weird bubbling and pulling away in the corner. That is when we realized there was wallpaper underneath.

You can but not if there are any loose ends or bubbles. Otherwise get a primer and apply, let dry and then paint on top
Remove wallpaper very easy. My daughter has just moved into this house with a 5 m x 7m passage covered in wallpaper. Add staysoft to water and just keep wetting the wallpaper with a cloth.. Use a scaper and it will come off easily.
You can, but I wouldn't. It is so much harder to remove after it was painted. It will show the seams through and will eventually need to be removed.
