What is the best way to treat a damp under floor foundation?

I'm looking at installing a french around the house and connected to a soaker pitt and garden re-watering system.

You need to find the water source before you do anything else.Mold follows damp and wet areas.You don't want that to happen.
I have heard of an electron forced proces, where moisture is pushed out of the wall by an electric polarity.
Has it been cold when the moisture formed?
