It must have the wrong kind of paint on it. Get as much of the paint off as you can, you may have to scrape it, make sure it's clean and dust-free, then purchase a paint that is designed for concrete.
Home Depot has paint for porches. Scrape the old, power wash, dry then repaint.

Clean off Old Paint - Seal the Wall - Undercoat and Topcoat with Masonry Paint or Brick and Tile Paint.
Now they have Rustoleum stains that looks really beautiful. They sell it at Home Depot.
