I had my popcorn ceilings removed last year. If there is concern of asbestos or you have been positively tested for asbestos, it is suggested that you cover your ceilings with sheets of drywall. Keep in mind though, this will lower your ceilings slightly. This method however eliminates the high cost of asbestos removal. If I asbestos is found, this method eliminates the mess! Believe me, it is messy!!
I had my ceilings tested. I then had the popcorn scraped off. If your popcorn ceiling test positive for asbestos do not cover with a other layer of drywall. It will disturb the fibers and become airborne which can possibly cause health issues including cancer.
If positive for asbestos call a trained remediation expert. It is not that expensive.
You should remove it. With spray water bottle and a scraper you can buy at Home Depot. You really can't cover it off. But removing it updates the old room. And looks way better for sure.
If you paint it with a roller it will bubble and come down in pieces .... A friend purchased a house the the ceiling had been sprayed with a paint that's was not porous so that did not happen . That had to cover it with sheet rock and plaster it to get rid of the pop corn finish ...
I dry scraped my popcorn ceilungs with a paint scraper. It's dusty work and I wiped over it all with tack cloths to remove as much dust as possible, then I painted. Dry scraping left some texture on the ceiling which I was happy about because I didn't have to deal with the drywall seams, etc.
It can be scraped off, if you want to put the time and energy into it
