dig around the concrete pull the whole shebang out. Replace the 4x4 and cement bed...just have to use the level to ensure the new post doesn't lean
When you replace it, put in a concrete tube, and attach a fastner to screw your post into it. Like the guy said. pull the whole out of the ground BUT DO NOT USE CONCRETE. the post will rot again, it`s a big mistake to use concrete. I would put gravel in the bottom of the hole an tamp the dirt as you fill the hole. I would guess the the other post are rotting as well. you mite want to check them also.
