@My Garden Shine I believe it to be an Oleander.... this plant is poisonous to human and animal. We cut back a bush at my Mom's new home and I didn't wash my hands immediately after finishing.... some stomach and intestine discomfort for about 24 hours was my reward. Just be careful where you plant, because in Texas it grows very quickly and bushy.
The height is right for an oleander but oleanders have narrow leaves and from what I can see of the ones here they look much wider. Also, that looks like a shady spot and oleanders would get very leggy in the shade. Where is this plant growing? Do you have a closer photo of the bloom and leaf?
Although quite tall, the flowers, leaves and growth habit remind me of a peony.

Looks like a Rhododendron bush to me...You see these growing all along the Blue Ridge Parkway in NC
