i have the same problem. I can open to top half of my window so I thought I'd hang two sets of shutters one set on the bottom and one set on the top. That way I can open the top window to get fresh air and still have some privacy by keeping the bottom shutters closed.

My first choice would be to get a custom fit California shutter (dual top/bottom open/close louvers) made for the interior side of the window. Shutters are about the only window covering that allow both air flow/natural light to enter the room, at the same time offering privacy.

If your budget will not accomodate the shutters, then the next best idea is to mount on the exterior of the window, a window box, or a metal plant basket. Put either real plants,(seasonal, would have to be replanted each spring) the height to block the neighbour's view, or artificial plants, artificial small shrubs, (could last through the year).

Hello Mary; What about using a lightweight curtain?

You would not be able to see much, through one. It is privacy, but you still can get air.

I hope that this helps you!!! Take Care!
