Only in late winter or very early spring before new shoots start to grow, but cutting way back then will help it to really grow and blossom
Yes, rose bushes are very hardy, and they will grow back.
Yes, they can be cut down ...just don't cut below the crown at the bottom

also leave one joint on each stalk. Don't cut so far that you just have straight sticks left.
I have raised rosebushes for years andI don't prune them in the fall and I have never cut them way back...instead in the spring after they have leafed out, then I cutoff just the dead branches and that seems to work real well...
