Avon has a fabulous bug, tar, and sticky residue remover; it's SKIN SO SOFT. This stuff removes the above without removing the finish underneath or the wax.
Easy fix! Apply an ice cube directly to the the sap dots. Give it a couple of minutes then smack the sap with a hammer. It should just powder away. Don't hit so hard that you damage your deck. Sweep it away before it has a chance to remelt. Not only does it work - it's fun. Whack-a-Sap!

I beleive they sell stuff in Car accessory shops to get rid of tree sap from cars, that might do the trick
