when the tape was applied, most likely the mud or joint compound, was pushed out by putting to much pressure when wiping to hard with the drywall knife. It happens, some times moisture ,will weaken the bonding to the drywall. walls or ceiling, could of settled . How old is the house? A fast fix, take a tube of latex caulk , cut the end at the tip so you have a small hole cut on 45 degree angle apply under lose tape not to much. and push it down or up . take a damp rag and carefully wipe off the caulk that squeezes out. If done right you will not see the difference. or call a drywall man. make sure you us latex caulk. silicon will not take paint.

I'm assuming you're talking about on sheetrock. Is this new construction or a new problem with older work? If new the joint compound may not have been given ample time to dry before subsequent layers were applied. If its older I'd look for a moisture issue.

This will explain how to repair it, but another article made the point that you should check for water leaks first - especially from the roof.

It's possible they were not applied correctly, or it could be due to moisture in the house. Get a moisture tester or have it tested by a professional. The tape will have to be removed, the joints sanded down, then new tape applied properly.

In addition to moisture control, you also need a temperature controlled environment for drywall mud to resist cracking
