I have used a cup of bleach in a gallon of water. Put this in a pump sprayer, try this on a small section of vinyl first then rinse with a garden hose. This will kill the mold and mildew.
Olympic deck cleaner will also clean vinyl - I have used it on outdoor vinyl furniture before. It is sold at Lowes.
about a 20% bleach to 80% water ratio in a pressure washer. You may need more than one application, depending on how it looks after dried.
I'm sorry I meant to say put the bleach water combo in a hand pump sprayer. OR, use a pressure washer is used with either just water or a cleanser designation for pressure washers. Sorry bout that. :)
I have vinyl siding and a vinyl fence. Siding is tan and I usually have someone power wash it, just too much and too tall for me to tackle. As for the fence, it's white. Every year I put straight bleach with a few drops of Joy dish detergent in a 2 gallon sprayer and spray about 3 panels at a time. By the time I get to the 3rd panel the first one is sparkling clean, then I rinse them really well and on to the next 3. I never do this when the sun is shining directly on the fence as you do not want the bleach to dry on the vinyl. Has worked great for me so far, and no damage to the vinyl.

If the siding is white, I've used Dawn and bleach. And also lemon ammonia and water will kill mildew.
