Thoroughly clean and paint. Probably get a better job by taking them down. While not required, priming the shutters with a latex primer before painting with acrylic latex paint can increase adhesion and allow better coverage by the top coat.
Old, faded vinyl shutters?? Don't waste time and money painting, Clean them with Amorall Tire foam.. Difference is pretty amazing!!!

I took mine down cleaned and brought ine to paint store he match a paint to orig color. Whic I wanted. I think it was just outdoor house paint.
Mr clean has an outdoor cleaner that works great, if this doesn't work spray painting them with satin color that you choose in light coats or replacing them s another option being they had so many new styles.

You are lucky that they are hunter green, since you shouldn't go darker than the original colour, when painting vinyl due to warping.
