I have the same issue! I use over the door hangers, one hook facing outside of the closet and multiple hooks facing inside. I use the outside hook for hanging clothes to be worn or to be put away, or my bathrobe. I use the inside door hooks for scarves, jewelry and some small handbags or clutches. (pics of both types of hanger below). I use slack clothes hangers with multiple clips to neatly hang up to 4 pairs of slacks or skirts on one hanger. I store a small carry-on suitcase in my closet, standing up, to store extra linens, blankets, etc, plus a plastic bag of travel supplies inside. I keep a hatbox on the top shelf in my closet for gloves, hats, winter scarves. A h and another one is for ook on the inside of the closet wall is for belts. A basket on the bottom of my closet is for flip flops and running shoes, sneakers, etc and I keep rain boots and leather boots standing up stuffed with crushed newspaper. Shoes get stacked in their boxes on the closet floor. It works but you have to keep it all neat and maintained. Good luck!

You could buy bins with lids and stack them and label them. You can also get those plastic drawers and stack them. Walmart has these things in many sizes and more.

If you give dimensions and what you will use it for it would help to give advice.
so would a picture but it is hard to photograph a closet.

I read the blog Dyska suggested and I realized I had done many of those ideas! my closet originally had a shelf across the whole closet, and I think a rod across the whole closet, but that made it hard to find things on the ends. My husband installed a lower shelf and hung another rod from that to give room for hanging short things like blouses. He then put in two rods on the sides going from front to back. Now I have two shelves to put folded items. At one point I used tension rods (three sets of two each) to make divisions on the top shelf, to separate piles of sweaters. This is a new hint I gave myself this year. I wanted to clean and store my wool sweaters for the summer and I realized I had more height that floor space in another closet. So instead of using a square or rectangular plastic box I used one of those tall wrapping paper plastic containers. Another thing I did was to put a tension rod from front to back of a narrow closet. I hang extra hangers there so the regular closet doesn't use up space just for empties!

First purge all the things you no longer want or need. Add dollar tree porches along the closet walls with nails or command hooks for shoes, scarfs or anything that fits in them. Add dollar tree bucket on top shelf add labels on them and spray paint them a nice color. Use pant hanger that hold many on one handed and space saver hangers. Hers picture of all my ideas
