Looks like it has been patched in a few spots. It will need to be removed and rebuilt.

You will need a pro for this job. The wall will probably need to be removed and rebuilt.

This wall needs to be pulled down and rebuild it with back stone ( blocks behind it on the footings) can not be laid straight in dirt must be supported by concrete footing. Preferably done by a qualified tradesmen, it will be done correctly and professionally and most of all safely.

Have it evaluated by someone in the trade. Unfortunately, it will probably need to be dismantled and rebuilt. We had to do that to three professionally built retaining walls after they were only five years old. For us it was a drainage issue. In our situation they were able to reuse the majority of the block to rebuild the walls.

You may be able to find a city engineer where you live who can help you learn not only what must be done but also if/which permits are needed. Yes, do engage a professional. It'll cost, but you can reconfigure it if you want to.

It looks to me like this wall wasn't built properly. In my experience, most of the time there are sections behind a retaining wall that extend inward -- perpendicular to the main wall -- which are covered over in dirt behind the wall. I am not sure what they are called, but they provide an anchor for main wall to prevent it from bowing outward. That's how all my retaining walls are, and I have a number of them. I think it would be difficult, however, to add this feature to an existing wall.

I lived on a hill and the entire property was retaining walls. They had been put up by the original home owner and after 40years were still great. He had built them out of concrete blocks and added a face of random rocks to make them look like river rocks. They were beautiful and and he had sold the placce before finihing it so I fininshed it my self and it still looks great That was about 40 years ago, so those retaining walls are mow about 60 to 70 years old. Youdo need a concrete base and some rebar to reinforce it. The various walls were from 2 to 4 feet high.
