    You need to find out what is causing this condensation and fix that along with a dehumidifier to pull the moisture out as quickly as possible.

    sounds as if you have a moisture and mold problem that really needs fixing, and you may not be able to do it yourself. Need to determine why the condensation (no insulation?) and what is above that would be damp and cause mold. Mold can be dangerous, try to eliminate with bleach but be careful, if cause is not found, it will be back. Can't be more specific with what you've said.

Diluted bleach can be used to wipe down the ceiling and walls to kill the mold, but the condensation problem needs to be identified by a professional.

    Those black spots are mold or mildew. You need to find the source of the condensation in order to fix the problem. Do you have a roof or plumbing leak? Does the room have adequate ventilation? While you are investigating, do open windows and run a fan - air circulation will help prohibit mold growth. Once you have found and corrected the source of the condensation you'll need to deal with the mold. Minor mold can be treated with a bleach/water solution (look for articles online for the correct proportions and methods). A major mold problem is best left to the pro's as mold can be very toxic. After you've dealt with the mold you may want to repaint, but make sure the mold is eradicated before you do or it will come back.

    Your A/C is too high, the small black spots are the beginning of mold or mildew. Clean the filter, and raise the temperature to stop the condensation. Next dry the ceiling, and let the room air out. When it's completely dry, wipe the ceiling with a mixture of baking soda, and vinegar. Make a semi paste and put it on a rag and rub the spots. Wait 2 weeks, and if no spots, I'd paint the ceiling, where the mold was. Good Luck!
