Hi P&Y, I asked my husband this question as he works on various clocks a lot. He said that the weights should retain their shine and if they do not, it may be because the lacquer on them is wearing off. If they have not been lacquered, then polish as others have suggested. if the lacquer is partially wearing off it must all be removed before you can then shine.
