You could try self-drying modeling clay
If I were going to try to create this diy I would either try it in paper mache or hand carving it out of plaster. I would maybe use a half gal milk carton cut in half lengthwise and pour the plaster in and let it dry then carve the pattern. You could print out the pattern you want and glue it right to the plaster and and use it as a guide to carve it. I have done similar on both plaster and in wood and when it was complete I use a good sealer/poly.
A lot of decorative archetecture are made from dense Styrofoam and then painted.

You could use a thick plastic clear jug. Cut the jug to the size you want then use a hot iron ( set to low so it soften the plastic not burn it). Take the image you want to recreate and place the jug on top. Mold the jug to the shape you desire. review the jug afterwards and make shore the jug is the shape you want. Then spray some oil inside and then add your plaster. After drying, you can use a file or sand paper to ruff off the undesirable edges. then pant and hang.
Here are a lot of people that are selling templates. But a lot of pictures can be saved and enlarged to make your own template. You can use thin wood, cardboard, chipboard, and if creative, air dry clay, plaster, polymer clay, paper mache.

You could do it in wood. Draw your idea, or maybe find simple drawings in coloring books? Then you can use a scroll saw and cut out the pieces, and then paint. Also, you can find wood embellishments, metal findings, etc. Also, there are probably molds and you could "cast" your own in polymer clay... or even just the features in clay and glue to a base. Also, I've use a wood epoxy, and shaped it to match some missing trim on a buffet. Polymer clay can be used to make this type of backplate quite easily! It is inexpensive and fun. It just requires a few basic tools; knife, toothpicks, rolling pin or wine bottle, oven and your hands.
