You could use those plastic sheets that you install with a hair blower. They seal the windows so that no draft can get through.

I CAULK & SEAL ALL AROUND THE windows, THEN BE CAREFUL & LITE A MATCH & SEE IF ANY DRAFT IS STILL COMING IN, if so seal that area .THEN I USE HEAVY CLEAR PLASTIC ON THE INSIDE OF THE WINDOWS.THEN I PUT UP INSULATED CURTAINS .

What kind of windows are they? You might consider getting storm windows or get one of those window plastic kits that you use heat to get it tight to the window, they have them at the Dollar Tree here. Of course you want to make sure any glazing holding the window is in good order, no cracks or leaks. Is the caulk around the wooden window trim in good order, you need to replace every so many years.

Thermal curtains and the window blinds that are folded help hold in heat and keep drafts out. Cellular (honeycomb) shades are your best bet for efficient window treatments, with triple-cell shades being the ultimate in insulated shades
