There is a roller box you can purchase that will allow the clothes line to be extended or rolled back when not in use. You could hook this box onto something that has a loop.
get a couple of 4x4x10 posts, concrete and dig holes in the ground, set your posts and using eye bolts string your lines.
I used to have one something like this, but not as fancy. It worked great.

Do you have a yard? You can sink two metal poles in quickcrete and use a retractable laundry line. My mom had one of these in the back yard and it lasted forever!

Get a stand alone one. They collapse when not in use. Or you can take it out of its mounting hole if you need your yard back, or in winter. Altho we keep ours up all year. Things will dry in the coldest weather.
