Can slate flooring be painted successfully? special paint required?

yes it can and has been painted many times. Masonry paints are best but simply ask at the paint desk at your favorite hardware store and they should be able to assist you.

Are you sure that the floor is real slate, not artificial? Slate is generally very expensive in North America. There is a risk that the paint might not adhere fully, and if the results don't meet with your expectations, you will be stuck with a big mess.
Can you change the look of the room by painting something else instead?
