Solve the chalky substance on my outdoor window frames?

while washing my windows outside, I get a chalky substance from the vinyl frames smearing the glass. Have to go over the windows two or three times. to get them clean

I had the same problem, clean it with vinegar or alcohol, with a good rag. (cotton). Good Luck!
