It's not hard, just time consuming. Lay a plastic drop cloth down, spray to dampen, then scrape, being careful not to gouge the wallboard. The main thing is to wear a mask as some old popcorn ceilings were made with asbestos.
Very messy and extremely time consuming, best to do it before you move in to a home. You wet it, scrape it, sand it, mud it, sand again, paint. You have to spend long hours standing on a ladder or scaffolding as well.
No hard but messy! It goes on the list of "Things I only want to do once!"
in order to get the popcorn off, I rented a wallpaper steamer and then it came right off. You would want some kind of texture before painting. I hired someone to texture it with orange peel.
