Can I remove the short horizontal 2x4's between the Vertical 2x4's?

    Yes you can. I use the stud spaces for storage in my workshop.

    Yes the shelves will basically serve the same purpose.

    yes you can they are supports but the racks will do almost same thing

    I believe those short pieces of wood between studs are actually 'fire-breaks', and a building code requirement. If a fire were to break out, those pieces of wood would serve to slow the advancement of fire within the walls. With that being said, substituting another kind of insert would serve the same purpose. At any rate, if you are opening the wall to do something different it seems like it would not matter. I am not an expert but this is what my common sense tells me.
