I have windows that open in both directions. Top down bottom up.

Right now I have those temporary paper shades stuck on the top portion so I can have privacy on the bottom when the top is open. Not very attractive! I'm looking for an easy diy alternative. Thank you

    Yes, you have double hung windows. Shutters are very nice for privacy on this type of window. You can have four panels for the top window and four for the bottom. This isn't an easy fix but it is very effective and will last forever. And shutters not only open by the panels but by a slat that controls the louvers in each panel. They really are worth the expense. A much less expensive option, if you can sew, is to make a curtain for the bottom window which is attached to the window by expandable rods (like on a door window) If you posted a pic of your window wall it would be easier to make suggestions.

    you can put one of those aquarium sunblock picture film on it, they can be rearrange often and still be useable

    As the window is not that wide, you could also use a tension rod to hang the rod-pocket curtain fabric. The ends of tension rods are covered with rubber to minimize slipping against the inside of the window casing, and do not require any hardware to mount.

    Think there are shades that work from bottom up and vice versa. Would be attached to the frame.

    As a retired decorator, this was a common challenge for clients. If you search your area for window treatment businesses, check with them for pleated shades that are called "bottoms up-top down." Graber and Kirsh both made them. These types of blinds afford you the flexibility to have privacy at the bottom of the window or at the top in the traditional manner.
