This link has all the info you need. Remember, measure twice and cut once isn't just for carpentry!!

RULE #1: measure twice, cut once. Locate and pin exactly where yout want the pants to end. Turn under and Pin up both legs at that length, try on and look in the mirror to see if that's the right length. Adjust up or down. Turn pants inside out and lightly press or mark where you have turned under. mark with chalk or other tool that is easily removed. remove pins and open out. Carefully measure 1-1/2" from your mark (toward the bottom of the pants of course. I have accident cut the other way and ruined the garment). This will be your hem. Making sure you have measured correctly and that both legs are even, cut along the marked 1-1/2 " line. (You are now committed). Keeping inside out, lightly press again (too much pressing will distort the shape of the fabric and "bell out"your pants). I use a damp press cloth and press, don't iron. If your fabric will ravel you will have to finish the edge with a zigzag stitch or other method. Sew up your new hem by machine or hand. If you don't know to finish the hem, go to Pinterest . You can learn to do anything there. I hope this helps. I am 5' 2" but cannot wear a petite so I have to hem any pants I buy. I can do this in my sleep!

Do you own a pair of capris? Fold them with the inside seams together on a table/ironing board and measure from the inside crotch to the hem. Then lay the pair of pants you want to cut and use that measurement for the inside seam, add 3/4"-1" allowance for a hem. Cut them straight across, fold the allow into the wrong side, press, turn pants inside out, now fold down the edge into hem and stitch by hand or sewing machine, or use stitch witch iron on tape.

I would do just what Helen instructed. Make sure when you try them on that the two hem ends are even, I found out the hard way once that one leg of the pants I was taking up was longer than the other and had to redo it. That time I had to have someone help to make sure they were even. I am 5'3" and at or above petite height, so pants are too short and have to go regular length and most are too long in the better jeans and pants.

measure measure and measure so both side is even. Then cut to what length you want. Capris are usually below the knee. Roll hem is easy. If you want a slit it’s a little harder but makes it look more professional. The hardest is making sure the legs are even. Have fun!
