Hello Melodywebster :) I have read over many articles online about turning a fountain into a planter and not one of them spoke of resurfacing the inside of the fountain. The video below DOES say to cover the holes inside the bowl of the fountain with some largish stones, as you would with a regular planter, before adding soil.
