Call a bee keeper for bees, for wasps you can try knocking them down in the dark and spray area with vinegar 10% solution. After they are gone paint the underside of the eaves where they enter or make a nest a nice light sky blue - this is an old trick to fool them into thinking the surface is not stable.

If they're true ground wasps, mark the nests and late at night use ammonia. Pour an entire gallon in hole. Repeat in two days. Keep the area well watered in the spring. Ground wasps only like an arid area.
