What do I fill in the holes with from dirt sinking behind rock wall

we have rock retaining walls that are getting big holes from behind due to the dirt sinking. I have filled them in with gravel but I am wondering if I should add dirt over the gravel, pour dry cement mix over them or just leave with the gravel for drainage

Hello Normanda :) the following quote was by a man who seems to have the same problem and what he was thinking of doing: " ...
