Decals for pool tiles?

Is there such a thing to apply to older tile in the pool. Most of the tile is above water. Any ideas out there?
I saw an old pool transformed above the water line by a mural of water-related items-- seashells, starfish, a whale and a dolphin-- all done in fun and meant to brighten up the area.
