There are soil primers/amenders. You still have to dig it up, then you add the mixture, and put it all back together. It is my understanding that you have to keep adding the mixture on the top, yearly. So just look for a soil amendment that is labeled to work in clay.
We have clay soil, too. I prefer adding in lots of composted vegetation and rotted manure. As Fauxgal said, you will have to dig up your chosen area and mix in the composed material. You can buy both compost and composted manure in bags or many cities have a place to dump your yard waste and get compost. Some charge for this service while a few may still give it away. You could also check with local farmers, if they have livestock they may be willing to provide all the rotted manure you want for little money. In a city, you can check with landscape companies for compost. Side note, it is not recommended to use your pet's manure on a vegetable garden. Good gardening!
