Have you tried animal control? If they can't help you, they should be able to point you in the right direction.
Use fox urine. It can be bought online Only takes one or 2 squirts of spray. It works great but if you have a dog do not use. They will roll in it and it stinks to high heaven. Makes the skunks leave for sure though
You could flood the area, the skunks will leave pronto!
Call your local ASPCA and ask them... they may remove them for you... otherwise you may need to call a pest control company. Once the skunks are removed... you will need to put some sort or lath or wire around your deck to keep them out... with wire dig down about a foot so the skunks can't dig under .
